Kusile RDC is a local authority that derives its broad mandate from section 275 of the Constitution of Zimbabwe which causes the establishment of rural local authorities. Further, Kusile is guided on its functions and responsibility as an organisation by section 276 of the constitution which gives the local authority the 'right to govern, on its own initiative, the local affairs of the people within the area it is established.'
According to the RDC Act (Ch. 29.13) s 74 a council shall have power and authority to-
a. Promote the development of the council area,
b. Formulate policies, both long-term and short-term, for the council area,
c. Prepare annual development and other plans for the council area,
d. Monitor the implementation of development plans and policies within the council area,
e. Exercise any other functions in relation to development that may be conferred upon it by or in terms of this Act or any other enactment.
